Bihar Government to Introduce AI Tools in Land Survey System

Patna: Bihar government plans to introduce artificial intelligence (AI) technology in land survey and settlement work in an effort to make the process faster, more transparent and reliable, the state’s deputy chief minister and revenue and land reforms minister, Vijay Kumar Sinha, said on Sunday.

In a press statement, Sinha said the use of modern technologies would strengthen the state’s revenue administration and help citizens receive quicker and more efficient services related to land records and ownership. He added that AI-based systems are expected to improve the efficiency of officials and ensure that ongoing survey work across the state is completed within a defined timeframe.

As part of the initiative, AI technology will be incorporated into the state’s special land survey and settlement programmes. The Directorate of Land Records and Survey has issued guidelines to settlement officers across districts outlining how the technology will be introduced and managed at the local level.

According to a directive issued by director Suharsh Bhagat, each district settlement office will establish a dedicated AI cell to examine and implement possible uses of artificial intelligence in survey and settlement operations. The cell will be headed by the settlement officer and will include an IT manager, a special survey assistant settlement officer (IT or engineering), a special survey kanoongo and a special survey amin.

Officials said the AI cells will hold meetings every Saturday between 3pm and 5pm to review progress and plan implementation. The committees will also identify personnel for training and oversee AI-related courses. Staff members who complete the training programme will be required to pass an examination before receiving certification.

Authorities aim to begin the initial use of AI-based tools in settlement work from 1 April 2026. The move is aligned with the central government’s India AI Mission and the state-level Bihar AI Mission, both of which seek to expand the use of artificial intelligence in governance and public administration.
